I'm beginning to think you secretly like the extended-middle-finger statue outside the U.S. Embassy, Milan. You hadn't trashed it in the comments section for well over a month till now.
Oh dear fracking God. That town has so much hideous art...I am so glad I don't live there anymore and have to see it every day.

Good catch, aandj, no wonder I had such trouble finding it!
I suspect the artist was counting on just this sort of discussion as to what the heck it is and whether we like it or not.
I saw it a couple of weeks ago and my immediate reaction was delight. I couldn't believe that in staid, beige Ottawa, I could find such a whimsical, fun piece. It has a tree growing out it, for goodness sake; the kind of urban art I'd expect to find in other places, not Ottawa. Thanks to the bureaucrat who approved this one.
I like it.
