How about some light exploratory qualitative studies that could lead to a larger research project?
There we go! Dwarfie could STUDY how many cops break bylaws, and then the ESIs could run a CONTEST to find the biggest by-law breaker! With extra points for drinking coffee WHILE you break the bylaw!
